If he tried to have Harry punished, he would also have to explain why
he placed the memories in the pensieve while Harry was there for
Potions tutoring. If he was using it to study the memories himslef,
one would assume hewould return them to his own head before moving on
to another task, such as teaching.

in OOP (p712, US edition) "Well, it wasn't too bad, was it?" asked
Hermione anxiously in the entrance hall two hours later, still
clutching the exam paper. They turn their answers in, but are able
to keep the questions.
While the older students offer them aids to help with the exams, we
don't see anyone offering copies of last year's exams - are they
forbidden from doing that? Maybe that's why Snape removed that
memory - to keep Harry from seeing a copy of an old exam.
