I'm not sure what you mean by muggle-born uncle. If you're referring to Ted Tonks, Tonks' dad, well, he's just a plain old muggle (and someone made an interesting suggestion yesterday that Ted Tonks is the newscaster Ted that Harry once saw on the television...). Unless there is another muggle uncle you may be thinking of, but we know that Bellatrix is of course in a pure-blood marriage.
