I do believe that Dumbledore ... never had any desire to put Harry 
down, by not selecting him to be a Prefect. He made Ron and 
Hermione Prefects, to give Harry the added support he would 
need during the year. --- its the Trio, R/Hr being the Prefects and 
H had V ... Harry was in danger and why would Dumbledore 
purposely but him into a position that may cause more problems 
and dangers. He knew that Harry was under the microscope 
with the Ministry, and with Umbridge coming, he may not have 
wanted to put any further "nails into any coffin" to speak of...
