It didn't turn into Charlie either. And I think the explanation is,
that we saw it from Harry's point of view. We only saw the part of
the boggart, that Harry saw. Theoretically, it could have turned into
Ginny before Ron. That means Harry just didn't see the boggart as
Ginny.
Or Ginny could have been the next boggart before Lupin interrupted.
