I think this is mentioned in PS: that Dumbledore would have been the best
candidate for the Ministry but he turned it down and Fudge got it.
Just as an aside - did anyone else notice the reference in OoP that Fudge
was "elected" - I wonder who exactly has the right to vote, whether there
was more than one candidate, etc

I can't remember the reference for this - can someone oblige?
I find that surprising also, especially bearing in mind that authority in a
bureaucracy is very much linked to seniority and, given that wizards have a
much longer lifespan than muggles (and presumably have no state old age
pension) the working life would be very much longer - I don't think that 100
years would be unreasonable. So there are a _lot_ of very senior wizards in
the MoM. I'd always thought that Fudge was much older, one of the seniors in
