While reading that passage, I think Hermione probably had all of two 
seconds to come up with this plan.  It wasn't perfect, but her 
adrinaline was probably sky high, she thought Sirius was being 
murdered as they spoke, AND Harry was about to be tortured.  Since 
Umbridge had already attempted murder on Harry with the dementors, 
who knows how far she would have gone had Harry not told her what 
she wanted.
