My impression was Phineas is magically bound to be loyal to whomever 
the current headmaster is (not to Umbridge, though, as she simply had 
no access to his portrait)

Centaurs consider themselves above human problems, and I'd bet goblins 
will, by and large, sit on the fence and do whatever makes the most 
profit for the bank.
