Ginger (me) has a thought:

Moody showed Harry a picture circa 1978-80.  V was in power from 1970-
1981.  Maybe that picture was just one of many he pulled out to show 
Harry as it had his parents in it.  There may have been others from 
previous years before the Potters joined, but those pictures wouldn't 
have had the personal significance.  

I think Moody was showing it to him to show that his parents were 
heros in the last VW, and that when he threw in all the details about 
half the people dying, Harry took it the wrong way, which Harry was 
prone to do in OoP.
