I believe the line in the resurection spell goes something 
like, "Flesh of the servant, willingly given."

I have yet to see Kreacher do anything willingly for Sirius.  He 
wouldn't offer to sneeze into that cauldron let alone 
***WILLINGLY*** give up some of his flesh.
