Kathryn: I also thought that the relationship was secret.  Because after Penelope is petrified George says:

"Percy's in shock...That Ravenclaw girl--Penelope Clearwater--she's a prefect.  I don't think he thought the monster would dare attack a prefect."(CoS US paperback 328)

So the relationship must have been a secret.  Otherwise I would think they would know Percy's upset because his girlfriend's been petrified.
