No, the relationship was secret. Ginny not only told Harry and her
brothers about walking in on them kissing at the end of the book,
she also informed them that Percy had a girlfriend. They didn't
know before then.
Beisides, why would Percy make Ginny promise no to tell anyone that
she saw him kissing Penny if Penny was his girlfriend. I think
people would assume he kissed Penny if they knew she was his
girlfriend. Being told wouldn't make any difference.
