I think that it's a matter of what you are used to seeing, IMHO.  I 
used to have very long hair that I wore up at work.  When I ran into 
coworkers outside of work, many would do a double-take because 
I "looked so different" with my hair down, and wearing casual 
clothes.  If others were used to seeing Hermione with long, bushy 
hair and wearing school robes, seeing her with a sleek, elegant hair 
style and in dress robes would be a big change.  And Harry was so 
nervous about the ball that he wasn't really looking.  It didn't 
seem strange to me that people were surprised by her appearance.
