That's because the teachers' unions would never allow it.

Although that is the usual situation, there are exceptional
cases. When I was an undergrad one of the other students in my
year taught a seminar. It was attended mostly by faculty
members, because the subject was too advanced for most grad
students, and far too advanced for other undergrads. Whether
Harry is such an exceptional case is debatable.
