Your reasoning makes sense.  Maybe I'm just biased, but I like Tonks 
and don't think she is a spy.  If nothing else, she provided some 
levity in a somber story.  But I think JKR introduced her for 2 
reasons: 1) to introduce the idea of an Metamorphmagus, and 2) to 
help provide a connection to Sirius' family tree.  She could have 
done this with just the tapestry but to have a real person, one that 
Sirius actually liked, made it more ... well, realistic isn't the 
work I'm looking for, but the only one that comes to mind.  The 
connections to Molly and Arthur are too nebulous, and Bellatrix and 
Narcissa too sinister.  She is also closer Bill Weasley's age, 
between HRH's generation, and their parents', breaking up the age 
range a bit.
