I think you are both right here. Hagrid does know his magical 
creatures very well. What he doesn't know is how to present and 
package that information as a teacher would to students. Also, he is 
not confident in himself as a teacher. He knows his magical creatures 
and he knows he knows them, so when he is asked questions about them 
in particular, he can answer them without problems, but when his 
authority as a teacher is challenged, that is when he mumbles and 
becomes incoherent.  And that is because he has little confidence in 
his abilities as a teacher and, IMO, believes he is there due to the 
largesse of Dumbledore. (Which he largely is.)
