Why was Hermione at Grimmauld?

This may be an old question, but I can't find it addressed in the 
archives, so here goes:  Why, in OOP, was Hermione at Grimmald place 
with all of the Weasleys during the Summer?

Was it to keep her safe, since LV and the Death Eaters must know who 
Harry's closest companions are?  JKR ddoesn't really address this.  
Same question goes for Ickle Ronnykins; except he may have been along 
with his parents, in helping to establish the OOP headquarters.
