Now me (Cindy):
I think that they were trying to keep anybody who is close to Harry
safe, so that the DE's would not be able to use them as bait to lure
Harry out of hiding(out of the Dursley's). Because if Harry thought
that his friends were in danger, his 'hero complex' (as mentioned in
ootp) would kick-in and he'd probably leave the Dursley's and go on
his own battle quest, resulting in negative consequences.
