I said:
>>I thought this was a good point, but I also wanted to point out that
the MoM doesn't seem to nail underage magic users. Harry letting the
snake free, Harry turning his teacher's wig blue, ect.<<

Ravenclaw Black responded:
However, those were times Harry didn't use his wand. They nailed him
for the Patronus, but not the luminos right before. They also got him
for Doby's magic, and I don't doubt that Doby ment for that to happen.
I think Harry's ability to perform magic with out his wand is special.
The only other thing in the books that comes close is Longbottom
bouncing when thrown out a window. And as we just found out the two of
them are connected...

  I reply:
Dobby didn't use Harry's wand for his own magic, though, so it must not be simply tied to the use of the wand. While he wasn't punished, Harry was "caught" when he blew up Marge, for which he didn't use his wand.

I think it is considered normal for young wizards to show signs of magic before school by bouncing (Neville) or growing back hair (Harry) or "all the strange things I made happen" (paraphrase Collin when he didn't know he was a wizard). Hagrid seems to think it's expected when he asks Harry if he never caused things to happen when angry or scared after Harry says there must be a mistake because he's not a wizard.
