Maybe Molly didn't trust Sirius to do it. Sirius is the one living
there full time and looking after the place etc except when Molly is
there at which point she seems to totally take over the house. She
seems to disaprove of Sirius after Mundungus (just what Siri needs
another overbearing mother figure who disapproves of him). I can just
see Molly taking one look at the old place and deciding that
something needs to be done and she is the only one who can do it and
therefore the kids are coming along and helping. This doesn't
necessarily explain Hermione >except that her family couldn't offer
her any protection being muggles (except offer and DE a root canal
which might have had the desired effect) and with the Weasleys
(whereever they are) is the most obvious place for her to go.
