Maybe the other prefects saw no reason to stop the twins. Ron
didn't. Besides nobody stopped the twins' lesser pranks in GOF.
In fact, I see less of a problem with what they did in OotP. The
first years were getting paid to eat the seets instead of being
slipped Canary Creams.
I think do you're right that the answer lies with things centering
on Harry's year, though. We see through Harry's eyes and he just
doesn't notice the other students. He wasn't even sure about the
names of some students he had classes (of no more than 20 people)
with. If Harry doesn't notice someone then we don't notice them.
As far as Draco being Alpha, he definately is for his year, but I
don't think we saw him lead the students in other years until OotP.
Maybe fifth year is old enough not to be dismissed by older
students. Or maybe being a prefect had something to do with it.
