No prefects from sixth year? Or are there?

Me too, but then I think it's a slightly sticky problem, Hermoine and 
Ron being the only ones who seem to have the ability to stop Fred and 
George from testing their inventions in the common room. Where are 
the four other prefects, if there is two from sixth and two from 
seventh?  

Fred and George might have listened, well, maybe not, but at least 
been less dismissive, of a fellow seventh-year.

I suppose I should just chalk it up to the fact that most things 
center on Harry's year. This is also how I've resigned myself to the 
fact that Draco has become the Alpha Wolf of Slytherin, almost since 
his first year.
