How about this - whatever potion is in the Gum to keep Ma and Pa insane 
leaves a residue on the wrapper, and that is what makes Neville so 
forgetful. So its an accidental side effect. Come to think of it, 
Neville DOES seem to be more prone to forgetfulness right after the 
school holidays; that is when he goes to visit his parents, and Ma gives 
him more wrappers.
