Could it be that one or maybe both of them were Squibs ? A Muggle
marrying a Squib, why not ? Or maybe it goes back even further than
that, a few generations of Squib/Muggle marriages. But all the while
retaining the knowledge of their acquaintance to the WW, with pride
and maybe envy. And then suddenly poof ! One of the girls turns out
to be magical ! Big, happy surprise !

Okay, I don't really subscribe to that theory. It's putting way too
much emphasis on a physical detail.
However, for the sake of your theory, I can imagine that maybe the
wizarding family of the Evans' were of the Dark kind.

Huh-huh... Interesting. I can see how little Lily and Petunia would
go on holidays at their wizarding folks' place, and they would be
Dark wizards, and Petunia would be dead scared. Would make sense.
I think there's something to your theory. Keep working at it !
