Maybe he just wants to get sure. Even if it is likely, that nobody 
sees him, it is safer to send Harry. Of course in the end he appeared 
anyway.

Is there any canon that confirmed, that Snape needed several hours? I 
know for sure, that it was mentioned in OOTP, that the Thestrals are
pretty fast, so the flight to London might not have taken very long.

Anyway: Snape went first to see if Sirius is okay. I assume Sirius 
thinks that Snape will inform Harry at once, that's why he might not 
have been to worried (although we don't know, he might have been very 
well worried and suspicious). Than Snape found out, that Harry and 
the others are gone. But because Umbridge is with them, he doesn't 
think that they were on the way to the ministry. He only grew 
suspicious, when they didn't return. I have no problems with this 
point.
