Yes, it is definitely possible that it's not James and is someone 
else entirely. I don't think it could be Sirius though, because if 
it had been, wouldn't Petunia have shown signs of recognising him 
when she was watching the muggle news flash about his escape at the 
beginning of PoA? It's possible that she wasn't looking at the 
screen at the time, or hid her reaction, or simply didn't recognise 
him since he'd changed so much, or even that she did show a reaction 
but Harry didn't notice it, but I reckon it's simpler to assume that 
it wasn't Sirius, rather than try to find excuses for our not 
hearing of a Petunia / Sirius recognition.
Though as usual, I may be wrong! How can we ever be sure about 
anything in the Potterverse?!
