Random-you and I are on same side on a lot of theories.  Where did 
everyone come up with the idea of a Memory Charm or Amnesia on the 
parts of the Longbottom parents (Frank and Alice).  The canon says 
they were tortured until they went insane.  This is easier to handle 
because if healers are truly gifted they can probably help an insane 
person recover their sanity or at least have lucid moments with 
treatment and medications.  Of course, we are talking about St. 
Mungos.  

As for Neville, he may very well have had his memory modified by a 
charm.  But really, if even Gilderoy can perform that one thing well-
why would any DE not be able to perform it on a small baby (which 
Neville would have been) successfully and permanently.  What if 
Neville is just sufferring with poor recall.

As we see with Harry, he only relives (hears) his parents last 
moments when Dementors are present.  Neville may have deep buried 
memories, too and we have not yet found the "trigger" which will 
enable his recall.
