I looked at it differently than being appalled and disgusted. Dudley
has been bullying Harry his whole life. I think Dudley deserved
whatever Harry was to give him. Harry could not stick up for himself
before magic since Dudley was so huge, so now that Harry has
a "weapon" it only made sense that he could threaten Dudley with it.

  Now Me (Macha):
I must say I agree with Diana...I did not see Harry as "bullying" Dudley...Harry has been Dudley's punching bag for the majority of his life and his anger has been steadily growing as he, himself, has been growing. He's now at an age (and at a high level of experience in the WW=fighting V/seeing unthinkable horrors most adults don't have to contend with)...he appears to be just looking for a way (in that given moment...and he has many of these...of frustration/resentment) in which to get some release. It's not surprising or unusual that he appears to be walking around with a chip on his shoulder...I don't believe for a moment that he ever intended to use magic on Dudley....just to antagonize him a bit...that is, he was sporting for a fight. Afterall, Harry didn't have to save Dudley from the dementor....I would have been shocked had he not done so, but he did further risk himself to do so.

  Just my .02,
  Macha
