Maybe not most of Britain - only those with contact with the WW such 
as Muggle parents with Wizard Children such as Hermione's Parents). I 
seem to remember Fudge mentioning that the Muggle Government knew 
about the WW (mentioned as part of the "Black Manhunt" dragnet 
briefing he gave Harry).
