Hermione did this prior to starting at Hogwarts, though. No one is restricted then - Harry and the sweater shrinking, hair regrowing overnight, teacher's blue wig, being on the school roof, letting loose the snake; Neville and bouncing instead of plummeting to his death after his uncle accidentally lets him go; Collin and "all the strange things I could do" (referring to him not knowing it was magic). She seems not to do magic over breaks now, as was mentioned with the knitting.
These sited broom stories are all previous to Hogwarts, as well. That doesn't matter, though, as it's legal to use an object someone else has enchanted. Or, if not entirely legal, not monitored. All the Weasleys fly over break. No one comes after Fred, George and Ron for using the flying car (other than Molly). The kids can use portkeys and floo powder - both magic that someone else has performed.
