Now me:
I always interpreted it as a look the other way regulation. Unless you do something extremely bad over the summer, you wont get in trouble. Unless you piss someone off. A la Harry. I think that for the first letter Harry got, either Dobby or the Malfoys tipped of the ministry that there would be magic going down on Privet Drive, nail him for it, he is getting uppity. And as for the blowing up of the aunt, Fudge doesn't want any more attention being drawn to Harry because Sirius escaped more or less on his watch and "wants to kill Harry". More attention being drawn to Harry could embarass Fudge. Finally with the dementors and the patronus, Umbridge was obviously watching the area closely for pretty much anything. Because of all this stuff, I get the feeling that no one really enforces the law rigorously. I mean, no one else has gotten in trouble for it as far as we know.
