OOP-Snape's memory and Lily

I've been trying to figure this out myself-- Hagrid says they were
"Head Boy and Girl", but does this necessarily imply they were in the
same year?

I'm leaning towards Lily being a year younger, because she wasn't a
prefect in the Pensive scene.  She seems like prefect material to me,
so a good reason why she's not might be she was in fourth year at the
time.
