I don't. *g* One of the main theme in this books is second chances. 
Dumbledore gave Snape a second chance, when Snape decided to switch 
sides. And I think we can agree that it is very probable, that Snape 
did way more evil things when he was a Death Eater, as Percy did in 
book 5. Of course Percy has to earn this second chances. "I am sorry" 
is not enough, but "I am sorry" and than help fighting Voldemort and 
the Death Eaters IMO is.

However, I am not sure if Percy will apologize. I can see him 
fighting Voldemort with the ministry, but not going bad to his 
family, because he is either to proud or to ashamed, or both.
