it was thought to be too difficult for a young wizard to do, not
because there is a law against it. There a law is against Apparating
under age.

While I do agree that it would be useful, there is a good reason that
Harry hasn't learned to apparate- other than the law. 1- You can not
apparate within Hogwarts grounds. 2- Use of magic outside Hogwarts
grounds is strictly prohibited if you are underage. So- with these
two things in mind- Harry would not have been able to learn it. He
could keep trying and trying at school, and it would simply never
happen. And the first time he tried it outside of school- he's be
back up in front of the Ministry again.
