Voldermort divided???

I don't have a theory, but a question, and I was wondering if anyone 
had a theory.  Right after Harry had the dream about Arthur getting 
attacked at by the snake, he was rushed to DD's office.  After 
telling DD the dream, DD grabbed a fragile silver instrument.  It 
puffed out smoke, which became a snake.  DD then said, "Naturally, 
naturally...But in essence divided?"  The smoke then became two 
snakes, and with a look of grim satisfatcion, but the instrument 
away.  Does anyone else have any idea what this is about?  (pg 470
