I think maybe the Order did try to destroy the prophecy.  Remember, 
neither the Order nor Dumbledore had posession of the prophecy 
sphere.  The sphere had been sitting in the Dept. of Mysteries since 
before Harry was born.  After Voldemort gave baby Harry the scar, a 
ministry wizard put Harry's name on the sphere which then sat 
gathering dust all this time.

Since Dumbledore knew what was in the prophecy but didn't want 
Voldemort to know the whole thing, I think Sturgis Podmore was sent 
to try to destroy the prophecy and was caught.  All Podmore would 
have to do then was levitate the sphere and let it fall -- he would 
never have to touch it.  I don't think Podmore was under a DE's 
imperious curse, because Harry never had any surge of pain through 
his scar to indicate that a plan of Voldemort's had failed.  When 
Dept. of Mysteries wizard Bode could not take down the prophecy, 
Harry actually *saw*, through V's eyes, V's conversation with 
Rookwood about it; after Podmore, there was nothing.  After 
Podmore's attempt was thwarted, I think Dumbledore decided it was 
best not to risk anyone else and to continue the guard.  By the way, 
I'm not so sure that the guard was there *only* for the sake of the 
prophecy.  I think it also has something to do with whatever is 
behind that door Harry couln't open.
