OOP: Perseus Evans - Could this be Snape?

Can someone please tell me if this "Perseus Evans" is actually a 
character in OOP and I missed him or is it just a name someone came 
up with by rearranging the letters in Snape's name.  I don't read 
the books, I listen to them, so it is impossible for me to thumb 
throug and look for that name.
