The focus of the book is on Harry. We see what is happening in the
book through Harry's eyes, so of course most of the focus is on what
HE receives at Christmas. In PS Harry is surprised to get any
presents at all, so he's excited about the ones he does get. In COS
we aren't given a lot of info because the focus is more on the
Polyjuice potion and the dred Harry feels about it. In POA the focus
is on the Firebolt. In GOF Harry does give Ron a Chudley Cannon hat
and I'm not sure about OoP as I don't have my book with me at the
moment. Also, the Chudley Cannon hat is mentioned in passing. I'm
sure though that Harry would be givng his friend's presents. He finds
Dobby a present at the last moment in GOF when Dobby has one for him.
He just didn't think of Dobby beforehand. Even if he didn't give Ron
and Hermione a present in PS, I'm sure that by COS he would have
realised that he was expected to give presents too.

My other thought on presents is that through them we get to see how
his life is changing. With each year, as he finds more "family" in
the WW the number of presents he receives increases.
