Anything that makes all the girls in the class go "Oooh" and 
"Aaah" counts as cute and cuddly.

We don't know what is in the official curriculum, so we don't 
really know whether skrewts are in it or not.  And breeding 
certainly comes under 'care'.

Magical creatures are inherently dangerous (except perhaps for 
flobberworms, and who really knows what they might be capable 
of).  There is just no way to teach them without some exposure to 
danger, just as you can't teach chemistry without exposing the 
students to danger.
