Although we are also told that our guy Snape has regularly been 
applying for the job...

Of course, if you're bunged up in Azkaban post-haste, who are you 
going to tell?  And, as far as we know, Dumbledore, who worked with 
Sirius in the first version of the Order, made no effort to try to 
get his side of the story, either.
