There is no evidence that any Slytherin other than Draco was 
expecting Slytherin to win the House Cup, or that anybody in the 
Great Hall apart from Harry was surprised that last minute points 
were awarded. Dumbledore's announcement that recent events 
must be taken into account is not greeted by any outcry or 
murmur of surprise or protest, unlike the many other times when 
unexpected announcements are made from the High Table.
The information that Slytherin has clinched the Cup comes 
from Ron and Hermione--first years themselves and not 
necessarily knowledgeable. For all we know, Slytherin pulled off 
some last minute saves of its own during its long winning streak 
and the banners changed from Gryff to Slyth.  If that happened in 
the interval between when Charley left and Percy started, Ron 
wouldn't necessarily know about it.
