He doesn't just predict that Hermione will be next, he says (American
version, pb, page 225):
 
"But I know one thing - last time the Chamber of Secrets was opened, a
Mudblood died. So, I bet it's a matter of time before one of them's killed
this time....I hope it's Granger," he said with relish.
 
Seems apparent to me that he does want her murdered.

Hands up everyone here who has at some time or another (especially when they
were 12 or so) said "I wish you were dead". to someone. (thanks for the
quote btw). I agree he is saying he'd like her dead but there's actually a
long way between bravado in front of one's minions and actually
understanding the reality of killing muggleborns. And when he has an
opportunity to watch her be humiliated at the World Cup he tells her that
they're coming and she has a chance to escape.

I am not getting in to defending draco, I absolutely refuse, he's an odious
little twerp
