So I have thought that Hermione is 11 when she starts just like Harry and
Ron.

OK didn't this whole thing get sorted out with the release of the CoS DVD
with it's JKR approved timeline? Hermione's birthday is early September and
(I think) the timeline says she turns eleven during the first part of PS.
Making her younger than Harry and Ron, although not by much in Harry's case
and since Angelina's birthday is before christmas (October?) and we know how
old she is we know that the Hogwarts cut off date must be sometime between
the two.
