Well, lets get all the States out there:

My sister was born February 3rd, in Pennsylvania.  At that time, the 
cut-off date was February 1 to start kindergarten in the public 
schools.   My parents didn't think she needed to wait another year, 
so they enrolled her in a private kindergarten that took kids upon 
individual evaluation.   That got her on track - once she had been 
through kindergarten, she was allowed into the 1st grade in public 
school regardless of her actual age - there was no rule that they 
needed to hold her back.   

So maybe it would be the same at Hogwarts -- if Hermione had already 
done whatever year comes before first year, they'll let her in.
