I do not believe that DD can be Hedwig. Their are too many times when HP and Hedwig are separated, for long periods, like POA Harry sent him to Ron for a week prior to his arriving in TLC. DD has his own schedule to accommodate.

However if you were to say that DD could enter the mind of Hedwig and see/hear what is going on, I would think that this is far more likely.
