I noticed this too, but the more I thought about it decided that it made
sense for prefects to be able to take points away from their own house, rather
than another. If prefects were allowed to take points from other houses, there
would be a strong temptation to help their own house win the cup. Being able
to take points away from your own house makes more sense, and the cup
competition probably forces prefects to think very hard about taking them.
