Hey -- I'm not disputing the Hedwig may be connected to DD in some way,
but I don't think she is DD as an anamagus. Here are some thoughts:

Me:
I think this might have more to do with the fact that you can't
apparate onto Hogwarts grounds, so DD must have been flying back from
the MoM. Hermione's owl was to him, so the owl was finding DD, who
happened to be flying back.

Me:
Good eye. I wonder, though, if this has something to do with Hedwig
being a rare owl (which, I know, could fuel the fire of this
theory...), which Sirius mentions when asking Harry not to send Hedwig
in GoF since she calls too much attention to herself.
Many have already mentioned how this theory would hamper DD's movements
and own schedule, but I think it would also take a great amount of
mind-reading at very random moments. Would he have to know that Harry
was about to send a secret owl out (as he often does to Sirius), then
rush up to the owlery and transform himself before Harry got there?
