Interesting theory.  Couple things to think about.

First, one of the primary benefits IMHO of being an animagus is the 
ability to go incognito.  Indeed, registration is a big pain.  
Additionally, Ryan makes a good point when he points out that 
Dumbledore is not entirely happy with the MoM.  If I was an animagus 
I wouldn't want to be registered.  

Second, as for DD being such a "politically correct" wizard I think 
all evidence points in the opposite direction.  DD is cunning.  He 
acts all lemon drop and bumbly bee (mind the pun) but he is actually 
very sly.  We know he isn't above using spies to get info.  We know 
he doesn't care what the general wizarding public thinks about an 
issue (e.g., opinion of werewolves, opinion of giants, opinion of 
muggles).  We also know that he is not "above" evesdroping, because 
he does so in PS/SS (Mirror of Erised....scene...he has obviously 
been watching Harry in secret).

Finally, you mention that if Hedwig turned out to be DD it wouldn't 
mean anything (or there would be no point).  I am not entirely sure I 
understand your reasoning on that.  How is the fact that Hedwig is DD 
not a major revelation?  IMHO, it would explain alot.
