Now there are two ways we could take it...
  
She's dead (most likely) or she decided to go back to the family.  
Tonks really did not discuss her mum in the book cept to insist that 
she be called  Tonks and not Nymphodora (her fool mother).

Not really, it could just mean that Sirius hasn't seen her in years 
and that he barely thinks abput her anymore.  Not unlikey when you 
consider that he speant the last year on the run and 12 years before 
that in Azkaban.

She may be dead, but I don't think she'd ever consider going back to 
her family.  And, even if she did, I don't think they'd take her 
back.  They'd probably consider her tainted.

I think to "fool mother" comment was based on her name and nothing 
else.
