I agree. I think having Hermione keep up a friendship with Viktor is 
a way of influencing his parents. We have seen how peer relationships 
have a huge impact on the direction an individual's life takes. If 
the only English friends Viktor had managed to make were Slytherins 
sucking up because of his Quidditch prowess, he'd probably end up 
leaning darkwards; but if his parents see him having an easy, 
companionable relationship with a person who has no overt political 
motive (teenage gender politics don't count), that would tend to 
bring them more toward Dumbledore's side, especially after Karkaroff 
punked out. And Hermione's an excellent choice for this: she has a 
lot to say and she can say it to anybody, whether they're listening 
or not.
