Well, being as he is wearing a mask the whole time, if he is the same 
height and build as someone he is 'standing in for' in line and with the 
fact that a lot of wizards are so inbred they are apt to look a lot 
alike, maybe he would not even have to use a potion?

Or maybe he is like Tonks and we don't know it yet?  Frankly we know 
next to nothing about Snape and what he does when spying.
